This is the fundamental axiom which each party to the conflict must hold equally important, if there is ever to be true peace in that region. C'est l'axiome fondamental et chaque partie au conflit doit lui accorder la même valeur si nous voulons un jour une véritable paix dans cette région. This axiom has been repeatedly defined by the Court of Justice and could be summed up in the idea that any national decision which is contrary to Community law is inapplicable. Cet axiome a été défini à plusieurs reprises par la Cour de justice et pourrait se résumer à l'idée que toute disposition nationale contraire au droit communautaire est nulle. That is why, as rapporteur, I wanted the fundamental axiom of this report to be the moral and legal responsibility of Europe towards the Iraqi people.
